Six Decades of Human(e) Progress

At IHS, we build bridges across coalitions working to renew the liberal project—creating a 21st century that's freer, more tolerant, and more prosperous than any in human history.

This work takes on new urgency in a world of rising illiberalism and authoritarianism. Thanks to the generosity of over a thousand individual donors and foundations, IHS continues to find new ways to support the thinkers and leaders who are carrying liberal principles forward.

IMPACT

Our Work

IHS works where ideas take root. We place smart bets on the people and research projects that are redrawing the boundaries of human potential in classrooms, in policy, and in public life.

CLASSROOMS

Supporting Scholars and Students

We identify and support the next generation of professors excited to teach the liberal principles that underlie human flourishing. We connect graduate students to the people, resources, and tools they need to succeed in their academic careers. And when they become professors, we provide grants and teaching resources that help them explore those ideas with their own students.

POLICY

Connecting Research and Practice

Through research incubators and cross-sector convenings, we connect scholarly insight and leading-edge research to the policy practitioners who can put them to work in courtrooms, legislatures, and public debate.

CULTURE

Shaping Public Discourse

We bring liberal ideas into broader conversations about constitutional democracy, progress and innovation, and social trust. Our Liberalism.org magazine features public scholarship advancing liberal solutions to our most complex challenges.

PHILOSOPHY

The Four Corners of Liberalism

At the center of the liberal tradition is the belief that every person is the dignified equal of every other. From this starting point, we believe that four reinforcing commitments follow: political, economic, cultural, and intellectual freedom.

It’s through these commitments that capable but flawed human beings—each with our particular interests—learn to live with one another, peacefully and productively. It’s through these commitments that we remain free to offer new ideas, innovate, fail, learn, and try again.

These commitments constitute a liberal system, each strengthening and restraining the others. Through the tugging and pulling of disparate insights and interests, free societies make space for individuals and communities to thrive.

POLITICAL

Protection of individual rights through limited government and equal treatment under the law.

ECONOMIC

Freedom to innovate and exchange, fueling shared prosperity.

CULTURAL

Recognition for one another as dignified equals, fostering respect and pluralism.

INTELLECTUAL

Open, evidence-based inquiry pursued with intellectual humility and courage.

HISTORY

IHS Through the Years

1961

Beginnings in a Garage

Dr. F. A. “Baldy” Harper launches the Institute for Humane Studies from his family’s garage in Menlo Park, California. Years earlier, while a professor at Cornell, Harper had faced administrative pressure when he assigned a seminal text of twentieth-century political economy: Friedrich Hayek’s The Road to Serfdom. That experience prompted Harper to leave academia and begin exploring how to better promote “the pursuit of discoveries... on the vital problems of human liberty.” His answer was IHS.

1970s

A Home for Leading Minds

The Cold War requires new approaches to peace, personal freedom, and market exchange. At a time when Soviet communism deprived millions of their lives and livelihoods, Hayek himself was elaborating alternatives from our offices. IHS hosts landmark conferences that helped shape emerging conversations in political economy and constitutional thought.

1980s

Investing in the Next Generation

IHS launches a new strategy to mentor and support rising scholars, laying the foundation for its long-term talent development model. IHS relocates to George Mason University to deepen its academic connections.

2000 and beyond

Expanding Public Influence

IHS broadens its work beyond the academy, investing in public scholarship and platforms that bring liberal ideas into wider conversation. In 2011, IHS launches the first YouTube channel dedicated to helping young people understand the liberal tradition. In 2026, IHS launches Liberalism.org with contributions from leading scholars and essayists. Academically, the groundwork laid in the 20th century continues paying dividends—in 2025, IHS-affiliated faculty reached nearly 425,000 undergraduates. IHS grows its network to 7,000+ members.
